Mayor Shawyn Patterson-Howard promotes four Detectives and a Sergeant and welcomes 3 transferred officers

Mount Vernon, NY — Today, June 24th, 2020, Mayor Shawyn Patterson-Howard swore in three experienced transferred officers and promoted four Detectives and a Sergeant. Officers Clinton Boxhill, Jason Cruz, Abdul Lawrence, and Raven Palmer we promoted to Detectives, and Detective Richard Arzon was promoted to Sergeant. The City of Mount Vernon also welcomes three officers transferred in from other Police Departments, Officers Kyle Martinez, Anthony Tarantino, and Earl Scott.

Earl Scott is 36 years old and was born in NYC and raised in Pelham, NY. He graduated from Pelham High School in 2002 and attended Concordia College in Bronxville, NY from 2002–2006 studying Behavioral Sciences. Earl Scott was a member of the Pelham Police Department from 2008–2020. He has various certifications from DCJS such as DWI Detection, Supervisory Liability, Advanced Roadside Impaired Driving, and Advance Auto Theft Training. Earl Scott is certified as a Taser Instructor and took various training involving weapons of mass destruction. He was a member of the County-Wide SRT team and completed the Swat School held by Westchester County Police Department in 2014. He received an academic achievement award while in the Westchester Police Academy for being in the top ten percent among all recruits. Mr. Scott was also a PBA Trustee for the Pelham Police Dept. Benevolent Association. He brings good experience with a total of 12 years as a police officer.

Kyle Martinez is 36 years old and was born and raised in Brooklyn, NY. He attended Bay Shore Senior High School and later got his GED from the NYS Department of Education. He received his Associates Degree in Criminal Justice in 2012 from SBI An Affiliate of Sand-Brown. He was currently employed as a Patrol Sergeant for the New York State Park Police. Kyle Martinez is also the Fleet Coordinator and the Training Coordinator for the New York State Police. Mr. Martinez is a Field Training Officer, Instructor Development Instructor, Breath Analysis Operator, and Radar Operator. He has several certifications from the Department of Homeland Security and has training in assisting individuals in crisis. Mr. Martinez is also a Certified Employee Assistance Officer (EAP) for the New York State Police. He brings good experience with over 6 years as a police officer and Sergeant.

Anthony Tarantino is 29 years old and was born in Mahopac, NY. He graduated from Somers High School in 2009 and then attended Westchester Community College from 2009–2015 graduating with an Associates Degree in Criminal Justice. He was employed by New Haven Police Department from 2016- 2018. He left New Haven Police Department in 2018, was hired by NYPD in of January 2018 and has been assigned to Housing Police Service Area 8 covering the 44th, 45th and 47th precincts. He is an avid family man and enjoys the company of his mother and stepfather and his father. He brings good experience with a total of 4 years as a police officer.

Mayor Shawyn Patterson-Howard said “I am excited to promote and welcome our new officers into the Mount Vernon police department. We know around the country that policing has become challenging and here in Mount Vernon we continue to be proactive in transforming our department. I look forward to seeing these officers in the community and helping keep Mount Vernon safe.”

Commissioner Glenn Scott said “I’m happy to promote these five officers in addition welcoming three officers from other Departments. All of these officers offer a vast amount of experience that will be monumental in progressing our department and boosting the effectiveness of our ranks. As the Department continues to grow and transform, we are focused on elevating the moral of our officers and connecting them to the community in which they serve.”
